Provisional approval of OBF accepting SPI's associated project invitation

This vote is for all members of the Open Bioinformatics Foundation (O|B|F) on whether or not the O|B|F, as represented by O|B|F's President (Hilmar Lapp), should accept an invitation by Software in the Public Interest, Inc.
